Joe is a nationally recognized payer expert who has consulted and worked for payers throughout his entire career. He advises health plans, dental and vision plans, pharmacy benefit managers, and First Tier, Downstream, and Related Entities in a variety of areas, including strategy, process improvement, contracting, network management, regulatory compliance, enterprise risk, digital innovation, and member-experience initiatives. Joe’s client work focuses on Medicare, Medicaid, Affordable Care Act, Federal Employees Health Benefits, and commercial lines of business. Joe conducts go-to-market strategies, develops operating models, builds compliance plans, drafts policies and procedures, enhances vendor oversight models, and serves as a subject matter expert for Centers for Medicare & Medicaid Services program audits.
Prior to ECG, Joe was the payer segment leader at Protiviti where he was responsible for the oversight and growth of the firm’s portfolio of payer clients, which included large national plans, regional plans, Blues plans, and start-ups. For multiple client organizations, he led long-term strategy projects that produced future-state roadmaps to increase membership and reduce costs. Before that, Joe worked at UnitedHealthcare where he led the Northeast Compliance Team responsible for government programs requirements in eight states. His day-to-day responsibilities comprised of interactions with state and federal regulators and providing due diligence reports on mergers and acquisitions.
Originally from Michigan, Joe worked for Health Alliance Plan (HAP) of Michigan, an integrated plan owned by Henry Ford Health System, and for Blue Cross Blue Shield of Michigan. Joe is an active member of America’s Health Insurance Plans and the Health Care Compliance Association.
